Baguio City Mayor Mauricio Domogan has just signed the Anti-Profanity Ordinance, banning the act of swearing in selected institutions and business establishment that are frequented by children and students.
Councilor Lilia Fariñas, the author of the ordinance defines profanity as obscene language; vulgar or irreverent speech or action; expletive oath, or obscene expression usually of surprise or anger, cussing, swearing and other forms of profanity in schools, computer shops, arcades, and other business establishments frequented by children, high school, and college students in the city.
Business establishments should put signages in their premises that campaign about the ordinance
Students who will violate the ordinance can be meted with expulsion and, if persistent, will be given graduating consequences for every violation.
It declares that all schools in all levels, providing technical and vocational education and training, business establishment frequented by children as well as high school and college students, are mandated to provide signs that prohibits cursing, cussing, expressing insults, whether directly or indirectly to anyone as a means of expression or as a manifestation of anger, surprise, disgust or any other form of extreme emotion that yields to such expressions of profanity.
