Signal No. 1 was raised in 4 areas early Monday, November 19, due to Tropical Depression Samuel.
Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) issued a bulletin 5 am on Monday stating the location of Samuel which is already at 660 kilometers east southeast of Hinatuan, Surigao del Sur.
Slightly slower at 15 km/h from the previous 20 km/h, moving west northwest with maximum winds of 55 km/h and gustiness of up to 65 km/h. Since it remains over water, there is still a possibility for it to gain strength.

- Surigao del Norte
- Surigao del Sur
- Agusan del Norte
- Dinagat Islands
Samuel might make landfall in the Siargao-Dinagat Islands area on Tuesday, November 20.
Heavy rain may trigger flash floods and landslides in Caraga, Davao Oriental, Compostela Valley, Southern Leyte, Bohol, Camiguin, and Misamis Oriental, PAGASA warned.
