The Cebu provincial government has extended the suspension of classes Wednesday as tropical depression Samuel is expected to make landfall in the morning. The Cebu Public Information Office (PIO) made the announcement for the second time in two days since the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) hoisted storm signal number 1 all over the province. Cebu Governor Hilario Davide III ordered the suspension of classes today in all public schools all over the province from Kindergarten to Senior High School. Private schools, on the other hand, have their own discretion to make the same announcement. The cities of Mandaue, Lapulapu and Cebu, in separate announcements, have also declared no classes on Wednesday, November 21. As of this posting, three local government units have suspended work for the public employees on Wednesday. These include Talisay City, Dumanjug and San Remigio towns. Talisay City Mayor Eduardo Gullas and Dumanjug Mayor Efren Gica issued executive orders for the work suspension but placing a skeletal force and all involved emergency and response personnel on high alert. San Remigio town, on the other hand, has a Presidential Proclamation for the celebration of their town’s founding anniversary today. Meanwhile, sea vessels were not allowed to sail outside Cebu as a standard operating procedure by the Philippine Coast Guard (PCG). However, three vessels in Liloan, Santander town and bound for Sibulan, Negros Oriental were allowed to make a trip each after the local PCG assessed that there was no weather threat in the morning of Tuesday. About 400 passengers were able to safely cross to the next island. In PAGASA’s latest weather bulletin, Samuel is expected to make landfall in the area between the southern portion of Eastern Samar and Dinagat Islands tonight. It will be over the skies between Compostela and Danao Wednesday morning, bringing rains in Metro Cebu. Weather officials said Samuel has the same strength of tropical depression Senyang in 2014, traveling between 30-50 km/hr.- FCC of PIA Cebu
