MANILA, Philippines – President Rodrigo Duterte in a speech on Thursday, November 22, during the anniversary of the Army Reserve Commaind in Cavite, he called on Congress to pass a law making ROTC training program a requirement for grade 11 and 12 students.
“I likewise encourage Congress to enact a law that will require mandatory ROTC for Grades 11 and 12 so we can instill patriotism, love of country among our youth,” he said.
Duterte also said he is looking into issuing an executive order on mandatory ROTC, if Malacañang lawyers say it is legal.
Chief Presidential Legal Counsel Salvador Panelo said he would suggest amendments to Republic Act 9163 or the National Service Training Program Act of 2001, making ROTC optional and voluntary in 2002.
