Vinluan assumes as Cebu City top cop replacing Garma

From a woman to another woman, colonel Gemma Cruz Vinluan is now the Cebu City Police Office city director, replacing Royina Garma. It is another historic feat, having Garma as the first woman Cebu City police chief to another woman, Vinluan, her classmate in the Philippine National Police Academy (PNPA) Kapanalig Class of 1997.

Colonel Garma, who was appointed by president Rodrigo Duterte as new general manager of the Philippine Charity Sweepstakes Office (PCSO), became emotional as she delivered her farewell speech. For her part, Col. Vinluan wants women empowerment and girl power with her proposed all-female swat team that will undergo rigid training and martial arts skills.

Colonel Vinluan assured her office will be open to help address various concerns of policemen. She also wants to continue what former CCPO director, Col. Garma has started and will pursue other programs that will benefit the women and children as well as intensify the campaign against illegal drugs.

Her struggles and trials also inspired her to become a strong woman with a strong faith in God. Mayor Edgardo Labella also gave his message through City Attorney Rey Gealon and said that the city will increase the monthly allowance of Cebu City policemen adding a rice subsidy.

Renovation of Carbon and Pardo police stations are also among the mayor’s plans, Gealon said. Opav secretary Michael Dino also emphasized the support of pres. Duterte and her office on CCPO and war against drugs. Apart from Dino, gracing the event were Police Regional Office 7 director Debold Sinas, Cebu City vice mayor Michael Rama, city councilors Donaldo Hontiveros, Philip Zafra, among others./HTLENIS
