An additional 15,000 cubic meter water supply daily may soon come out in the faucets of water consumers of the Metropolitan Cebu Water District (MCWD). That, if the current leadership of MCWD will have its stamp of approval of an earlier bidding that was won by a bidder to undertake the Lahug Bulk Water Supply project. The firm, J.E. Hydro and Bio-Energy Corporation, won the bidding last June 22, 2020 after the other supposed bidder, R. Abalos Construction Co., backed out of the bidding process citing “supervening events” brought by the changing quarantine status in the country resulting to “economic uncertainties and volatilities.”
A well-placed source provided to Inews.Ph documents pertaining to a recommendation from the MCWD Technical Working Group (TWG) to award the project to J. E. Hydro after 3 key MCWD deparments -Production and Distribution (PDD); Engineering (ED); Environment and Water Resources (EWRD) submitted reports dated July 13, 2020 describing the bidder as responsive and compliant of the Terms of Reference (TOR), “Compliant to the Technical and Financial component” of the P5.3B project (please see attached RESOLUTION NO. PB 048-2020) that will supply 15, 000 cubic meters (conversion: 15 million liters) of water daily to MCWD for 15 years and hence to its consumers.
